As per the 1991 CRZ notification, reclamation was prohibited in coastal areas. However, in 2015, changes were made to the rules to permit reclamation in CRZ areas for the purpose of constructing a coastal road.

Won't move monorail station stairs near Wadala tower: Bombay HC.
